TOBSPA, BSP, Ink Memorandum of Agreement; Cements TOBSPA's Role as BSP's Developmental Arm

In a significant move to strengthen Scouting growth and leadership development in the Philippines, the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA) and the Boy Scouts of the Philippines (BSP) formalized their partnership through a Memorandum of Agreement (MOA) on October 30, 2025, at the Manila Metropolitan Theatre Ballroom.

Represented by TOBSPA Vice Chairperson and President Carl Andre Santiago, TOBSPA Chairperson Ben B. Secretario, BSP National President Atty. Emilio B. Aquino, and Senior Vice President and Acting Secretary General Cedrick Train, the agreement aimed to bolster programs and initiatives that support the BSP’s strategic priorities and objectives with TOBSPA as its developmental arm.

“This signing highlighted TOBSPA’s role as BSP’s developmental arm, ensuring that all aspects of a Scout’s growth are addressed through joint programs,” shared TOBSPA Chairperson Ben Secretario, TOBS 2002.

Under the agreement, TOBSPA committed to implementing initiatives aligned with BSP’s thrusts while adhering to national safeguarding policies. BSP, in turn, recognized TOBSPA as a key partner in youth development and coordinated support through its regional and local councils.

“We wanted to strengthen this partnership so that we could create a better and more enabling environment for both BSP and TOBSPA. Through this, we encourage more young leaders to participate, to lead, and to connect with others who share the same passion for service and nation-building,” underscored Secretario.

The agreement will remain in effect for five (5) years, establishing a structured framework for cooperation and reinforcing both organizations’ commitment to leadership development, service, and the advancement of Scouting across the country.
